Teachers, care takers, support staﬀ and others who are working directly with the children are most important as they impact student learning and welfare. Research indicates that raising the quality of teaching and student support is perhaps the only policy direction that is most likely to lead to substantial gains in school performance.
However, there are many important aspects of quality that are not captured by indicators such as qualiﬁcations, experience and tests of academic and other abilities. Such characteristics that are harder to measure, but which are vital to student learning and welfare, are given more prominence in the preparation and employment of teaching and non-teaching staff in GGRS.
